[candidate-development] Allocation memo

Dave,
Thank you.  I stand corrected and will desist from communications that  
are not to the
point.  If concerns with the process are genuinely concerns with the  
AdCom request,
itself, I do not see how we can address those in the CDLC decision- 
making.
