I am recovering rapidly from the wound inflicted by an unexpected and 
vicious personal attack. And sufficiently healed, no unsightly scar 
tissue to exhibit, about ready to appear in public, and resume 
responsibilities toward the Green-Rainbow Party (GRP).   As delegate 
from the GRP to the National Committee (NC) of the GPUS, I can respond 
positively to a request made under Section 11.4 of the By-laws Minority 
Opinions:  "_Significant_ minority opinions within the Green-Rainbow 
Party will be recorded and communicated to other national and regional 
Green organizations _as appropriate._" as soon as I receive from the 
Administrative Committee (adCom) a determination that the document 
entitled Minority Opinion dated February 28, 2008 is, to quote the 
rule, "significant."  My preference to wait for such determination, 
follows from the recognition that qualifying terms such as 
"significant," and "as appropriate" are introduced tor the purpose of 
distinguishing frivolous from serious opposition to actions taken in 
good faith, by people serving the will of the party.

"As appropriate" offers fewer problems.  I leave it to others to 
demonstrate that Front Page is the proper forum for dispute resolution, 
and _11.4 makes no such assumptions_.  There is however clear reference 
to minority opinions being " .   .   . recorded and communicated to 
other national and regional Green organizations .   .   ."  The Web 
site of the GRP is _not_, and should not be used as such an 
organization.  The (NC) of the GPUS is one, and, more to the point, has 
developed the the institutions to deal with the matter.

Hence, as soon as the AdCom of the GRP, or the co-chairs of the party 
decides, I, as a delegate to the NC will be happy to submit the 
document entitled Minority Report to the Presidential Campaign Support 
Committee (PCSC), have that body examine the 'inter-state' and 
candidate concerns that have appeared, and at the same time submit the 
Minority Report to the Dispute Resolution Committee (DRC) of the GPUS.

And it may be useful for the co-chairs of our party inform Ms. 
Tassinari that our National Party, does have the institutions to deal 
with disputes, and complaints of the kind she has received.
