Attached is the report of the Campaign Development and Legal Committee  
allocating the delegates to the national convention.  As outlined in the  memo, 
CDLC has endeavored to follow closely the formula described in the  
Delegate-Selection Plan filed by you with the Secretary of the Commonwealth on  October 1, 
2007.
 
This report was prepared by a sub-committee of CDLC and circulated among  all 
those on the CDLC email list. Several members made comments and we were  able 
to incorporate all of them into this report.
 
According to our plan, this report is to be distributed by you to AdCom,  
which has one week to reject it or ask for further comment.  We hope you  will 
find our report complete and satisfactory as it stands.
