[candidate-development] Delegate allocation

Hi CDLC (brace yourselves; you are not going to want to read this.)
 
After circulating the final delegate-allocation memo among the CDLC  
subcommittee, revising it, circulating it among the full committee, revising it  
again, I sent it along to the co-chairs to deliver to AdCom.  (I don't have  direct 
posting to AdCom.)
 
In calculating the allocation, I had looked at the  percentages of each of 
the candidates, and it was easy to see Nader would get 2,  McKinney would get 1, 
and no-preference would get 1.  What I forgot was  that I was looking at the 
percentage of no-preference delegates before 4 of them  were to be removed 
from that category and reallocated.  Jamie caught  the problem and ran the 
numbers through the formula.
 
The result of the corrected recalculation is that 4 delegates that were  
"won" by the collective write-in category and originally assigned to  
no-preference since we didn't know who the written-in names were and  subsequently 
reassigned as a result of StateCom changes in the  delegate-selection plan are now 
assigned; 3 to Nader and one to  McKinney.  This is a removal of one delegate 
from no-preference and an  addition of one to Nader.
 
The final tally now is: Nader 15, McKinney 9, No Preference 4,  Ball 1, Brown 
1, Swift 1, Mesplay 1.
 
The revised memo to AdCom is attached.  My apologies for the  mistake.
