[candidate-development] Delegate allocation

Hi Everyone,

On February 21, the CDLC met. One of its decisions was to elect Dave and 
Jill Co-Chairs. Before this meeting, there were a number of meetings 
where a number of people were upset that we were bogged down by the 
apportionment controversy and that this was an obstacle in moving the 
full agenda of CDLC forward. Since that time, there has been only one 
meeting on April 8.

I have made numerous attempts to encourage the co-chairs to call a 
meeting of CDLC. Except for April 8, I have been totally unacceptable. 
The last recommendation to Adcom was signed by the CDLC. This was 
inaccurate. Dave refused to call a meeting, despite the fact that the 
recommendation was forwarded to Adcom signed by CDLC.

i repeat my call for another meeting of CDLC. I repeat my call that any 
proposal from CDLC to Adcom should only be sent after a CDLC meeting. If 
another report is sent to Adcom without a meeting from CDLC, I request 
that the report be signed by those who "met" and made the 
recommendation, instead of erroneously reporting that it came from our 
Committee.

I believe that these are all reasonable requests.
