[ComCom] Need immediate help: tommorrow alternative state budgt press conf

Hi,
Sorry I can't help, but I am generally interested. How did the "just
budget for the state" get assembled? (I seem to recall Chuck's getting
a team together to do this in the past.) If the proposed budget is
going out as a GRP recommendation, has AdCom had time to review and
approve it? Can the Party explain how it would be viable both
economically and politically?
