[fundraising] Proposal for Party-wide 3 day reginalized group fundraising activity - need vetting, co-sponsor

Also, I have only one concern with this proposal in addition to Merelice's suggestions.  It is stated that training will be available.  Who will be providing the training?
 
Otherwise I love this proposal and hope it goes through on Sunday!
