Hi,
David makes a valid observation. What this new proposal does is assign
the action to AdCom if the Fundraising Committee is not functional
(and AdCom does answer to StateCom) and provide specific dates by
which the action is to take place. Maybe that makes it new enough for
re-consideration. Or maybe just the new specifics need to be in the
proposal. There also needs to be the dollar cost added.
