[GNC] Not suspending GNC list - I resign as list administrator

I actually find the desire to hang onto the GNC list as curious.
It seems to me that statecom-discuss is a more appropriate place
to hold an ongoing discussion of this type. I actually would
like
to replace even statecom-discuss with a web-based (rather than
email-based) discussion board, but have no time/bandwidth to
pursue this myself (hint to the tech list).
I also think that a lot of what ends up on the statecom business
list is inappropriate and belongs on either statecom-discuss or
such a web-based message board.
I do recognize that we would need to do more than just create
such a web-board, we would also need to train people on how to
use it. It is apparent to me that, while the web is a better
media than email for this type of discussion, there is a
significant gap in web-savvy -experience and -comfort compared
to email among our leaders and members.
Please note that this could also lead to greater digital-divide
democracy in our leadership because web tools are more available
(in public libraries for example) than is email, and because
less local storage is required to access documents.
We would need to raise the comfort level of our members with
web-based communication tools before this would be a practical
and beneficial solution.
