True. However, the "decision" was made is several stages:
1) GRP and other state primaries and caucuses
2) USGP convention
3) July state committee meeting
4) co-chairs delivering letter to Secretary of State (still to
be done)
Technically only 4) is the legal decision but 3) is required by our
bylaws, 2) is germaine by our affiliation agreement with USGP, and
1) is germaine because we are a democratic party.
