[GNC] RE: loyalty oath bait & switch

The rules requiring people bring voter registration proof were changed
by a recent CC vote.

However, given the confusion and flux, it would be better to bring
this and have it not needed than to have problems once we get there.

If you do not have this, I think that you can go down to your town
hall and get some proof of GRP registration.
