[GNC] Looking for consensus on released proxy votes - please

Hi Merelice and the rest of the MA delegation:
1. I see Merelice's point of view. I will happily agree with it if this is
the consensus position of the rest of the delegation. If anyone has a
problem with this, s/he should raise it.
2. Point of information to the entire group:
If we don't get 3%, we will loose our ballot access. Does anyone know
what other states are in the same or similar position?

Hi Mike,
You are not "released" until your candidate stops asking you to vote in a
certain way. Your candidate needs to be able to negotiate with other
candidates and be in a position to "deliver" his votes in return. For
example, let's assume Mesplay doesn't survive, say, the second round of
voting. He tells Camejo that if Camejo changes his position from running as
a Nader surrogate into being a real candidate, he will turn his votes over
to him. Camejo changes his position. Mesplay then needs to be able to come
through with his side of the bargain.
For Massachusetts delegates, the only exception would be if your candidate
asks you to support a "no-candidate" position. In that case, you will need
to tell your candidate that our state is pledged to running a presidential
candidate, so you need to be released. Indeed, we should probably
communicate that fact to every candidate even before the convention, so we
are not even asked to vote in that way.
