[Green-Rainbow] Green-Rainbow proposals on the website

StateCom members -
Please take a look at the website for statecom proposals when you get
a chance. I have placed first drafts of several proposals there.
All of these are taking friendly amendments between now and Saturday
(when we are supposed to have the final versions). Obviously, we will
also consider friendly amendments after Saturday on the floor. Please
read and send comments to me and/or to the Green-Rainbow committee
(green-rainbow at massgreens.org).
In addition, one other proposal concerning the platform will be put
up on the website by Saturday. I am still working on this one with
the platform subcommittee and with the Green-Rainbow committee.
FYI, the proposals are summarized below:
Addendum A - Massachusetts Election Law (this is just an excerpt from
the state website of Massachusetts General Laws regarding the state
committee). The purpose of putting it on the website is to seek to
help educate people on what the law says so that we can make informed
decisions about how and whether to comply with it or seek to challenge
parts of it. It is also so that the certain bylaws proposals can refer
to it without needing to place it directly into the bylaws.
Addendum B - Consensus Seeking Process - this is the work of Dan
Melnechuk and Grace Ross and proposes a greater specificity about
how to do consensus process formally and clearly. The bylaws and
the rule of the committee and convention may choose to reference it,
hence the addendum format.
StateCom proposal to continue the joint leadership meetings between
the Greens and Rainbow coalition. Tries to address the concerns raised
at the January meeting about a similar proposal.
StateCom proposal to raise the decision making requirement to 75%
on a trial basis for the next year.
Bylaws proposal covering the procedure for initiating and effecting
a party name change. This proposal does not change the party name.
It merely describes what will happen if/when a name change is proposed.
Bylaws proposal referring to Addendum B (Consensus Seeking Process).
Bylaws proposal adding diversity seats to the state committee if we
do not achieve diversity through the initial elections. The proposal
also deals with how to implement the 2004 state senatorial district
presidential-primary election of some state committee members and
how to keep the state committee regionally proportional to the
general membership. There may or may not be alternative proposals to
this one and/or significant modification of this proposal by Saturday,
depending upon ongoing discussion. Some of the concerns leading to
this discussion center around how large the state committee may and
should become, as well as other concerns.
Bylaws proposal expanding the role of the current regional reps on
the Administrative Committee to becoming diversity reps, where
geographical diversity is one consideration but skill sets and
other forms of diversity are also considered when filling the seats
and in the responsibilities and goals of the positions.
