Thanks Jamie. I think we have an answer.

Does everyone agree that this is a solution (to the smaller issue)?
The proposal is replace just the one paragraph in 8.5.3 that elects
the diversity seats by 2/3 of the statecom with using a caucus of
members (creating or pre-existing). The caucus recruits and elects
members to fill the seats. One advantage of this approach is that
we get diverse within the POC diversity goal, i.e., we have a
latino caucus, an african-american caucus, a native american caucus,
an asian caucus all bubbling up statecom members.

We have county conventions, why not have caucus conventions and have the

caucuses decide how to fill the seats for their caucus.  Isn't that the 
decentralized approach?
