[Green-Rainbow] Name Change Proposal

I have attached my draft of the name change proposal for the state
convention to consider.

I have also posted this draft to the state convention proposal
website:

I have also posted the four bylaws sections to this website, even
though these are still also drafts, and may get done at the state
committee meeting. However, I wanted to be sure that these get looked
at by the convention if we cannot get consensus on all of them at
the state committee meeting.
