[Green-Rainbow] Addendum A disappeared

Several Greens requested and I have assented to removing Addendum A
(Massachusetts State Law) from the proposal. We can always put it
back up on the website tomorrow if anyone object to my acquiescence
in this matter.

We agreed that instead a link from the MGP website directly to the
state website that was the source of the Addendum would both suffice
and be better (since it would presumeably be more up to date, and
would serve to point people to other aspects of state law).

For the record the source of the addendum and the hyperlink should
point to:

	http://www.state.ma.us/legis/laws/mgl/52-1.htm

If people agree, we will also pull the reference to addendum A from
the bylaw, rename addendum b to addendum a, and fix section 5.2 of
the bylaws to point to a not b.
