[Green-Rainbow] Changes I am working on for today's meeting

Oh, I almost forgot. I also dropped the language about filling
vavancies among the 80 presidential primary seats. We are not
sure that we want to do so, how to do so if we want to, and
how to make it legal to do so. It would be better to answer
all of these questions and then make the changes, and we have
time to do so (before 2004), so let's use it.
FYI, the first two sets of changes below were requested by Dan
Melnechuk and the latter ones by Jeff O'Neill, Dan Keshet, and
Jamie O'Keefe. I think that we are getting real review and headed
towards real consensus here.

1. Name change - fixing numbering and "after the conclusion of the
general election" change we agreed to but I forgot (in case there
is a contested election)
2. Platform proposal - Add language about how to create proposals
for the platform convention that resolve platform contradictions.
3. Section 8 bylaws - I am replacing our 8.5.2 with a version that
I got from Jeff. In 2003 we go to 60 PR seats. Then, in 2004 and
beyond, there are enough PR seats so that the total number of
seats is 60 or greater and the number of PR seats at least equals
the number of state senatorial district seats that are filled.
Also, I am adding language to 8.5.3 so that nominations for the
diversity seats that are backed by the endorsement of an issue
or identity caucus directly related to the type of diversity that
is being addressed or by a petition of 25 signatures from such a
caucus are considered by the state committee first, and then any
unfilled diversity seats may be filled by other candidates. I
have not posted this change to any website and we can strike it
at today's meeting if we do not have concensus for it.
