What is Jill's proposal? Can you explain its specifics AND point at documentation, website etc.?

Why? Please provide reasons to support this position?
Within a department, seniority could be an important factor, and the Guvna's example didn't move me much, but the claim that seniority allows bumping of qualified job holders seems valid. why isn't it?
Isn't there any reason why a manager ought not to be required to award jobs based on seniority as opposed to performance, training, and ability?
