[Northampton-GP] Club VS City/Town/Ward Committee

Scott, and all - we are simply looking for recognition
of our local CLUB as an affiliate at this time. 

However, papers are available for anyone who would
like, to run to create an official town or ward
committee. The state set the committee size at 10
since we didn't provide a figure. I am not sure if
this is city-wide, or by ward. 

By official, I mean in the eyes of the Commonwealth of
Massachusetts. We have not discussed this recently at
our local meetings, so I don't know what the interest
level is for this, but it would be nice if Nortampton
did have an official town committee. Amherst does.
