GPUS discussion Re: [External Relations] FW: [BRPP] represntation

I thought we decided to have the committee be a subcommittee of
external relations. However, I am not sure so we should go back
and look at the minutes.
Regardless, we should look at convening both the external rel
committee and the gpus committee/subcommittee ASAP after Nov.
2nd...
