[External Relations] doing outreach for GRP

External relatins is not outreach to individuals (that's membership) - it is 
a committee that has only functioned a little in the years I ahve been around 
- it is focused on relationships between the organization as such an dothers - 
so coalition building, working on issue campaigns as representatives of the 
GRP - legislative work could fall un this - Grace
