Beloved State Committee Members,

Without going into the bylaws, I will attempt a simple 
statement about our State-level/Local-level relationships.

The reason we have 'Decentralization' as a Key Value 
is because current world power structures are over-centralized. 
This is mostly due to the military/corporate heirarchal power structure.

In ideal practice, however, centralized and decentralized 
structures should always function in dynamic equalibrium. 
That is why our Local regions elect delegates to our State 
Committee and why our State Committee, in turn, has 
an Administrative Committee. 

The centralizing functions of these state-wide bodies is a 
necessary aspect of our organizational structure. All of the 
responsibilities for compiling state-wide information, 
monitering our MA State legislature, disseminating 
resources common to all Locals, etc. are imparatives 
of our state-wide committees. 

The critical thing our central committees cannot do (in this 
discussion)is create *mandates* for our Green Locals. By 
retaining initiative at the local-level, we exercise our need to 
maintain the decentralized aspects of our structure. The 
locals, on the other hand, CAN create mandates for the 
state-level. This, of necessity, requires consensus or, 
at least, a super-majority of all the locals.

StateCom/AdCom SHOULD listen to the locals.
StateCom/AdCom SHOULD recommend state-wide 
focus and action. That is their mandate. Green Locals 
SHOULD provide insight into the impact of local/regional 
issues on state-wide initiatives. Green Locals SHOULD 
be active in local issues and politics. That is their mandate.

The Green Party did not invent these basic structures. What 
we intend to do differently is maintain the dynamic equilibrium 
between local awareness and overall strategy/focus. We 
intend to do this by minimizing heirarchacal imparatives. These  
heirarchacal imparatives are usually imposed by hasty 
compromises designed to grab power at the expense of integrity.
