I left bylaw changes general because I was having trouble compiling
specific changes into a list of some sort. I see you have made a proposal
to address decision documentation. Good!

I do not propose this as policy but as a good activity for Procedure
Committee members to provide a service to help clarify proposals.

offer this as a sample statement.
