[Procedures] Adcom Need to be Members of Statecom?

Bylaw 9.3 Any member may be nominated. Candidates are
not required to be members of the state
committee. 

Aren't party officers supposed to be statecom members
according to state law?

If so, and we keep the language in 9.3, are we not
going to have to technically appoint to statecom any
Adcom officers elected who are not statecom members?
