[Procedures] Bylaw Change to Clarify Gender-Balance of Regional Delegations

I wrote, in my reply to Jim's proposed bylaw change:

"It is my belief that the policy should not apply to delegations with an 
imbalance of more than one seat, and I will vociferously resist any policy 
suggesting otherwise."

What I had intended to write is "imbalance of one or fewer seats".

I propose an amendment to Jim's proposed bylaw change:

"This policy shall not affect the seating of delegations with an imbalance 
of one or fewer seats"
