[Procedures] Bylaw Change to Clarify Gender-Balance of
Regional Delegations

If Jim or someone can write up more procedures proposals that we
discussed, I'm willing to cosponsor.
In particular I would like to see the proposal for statecom to be
able to appoint regional proportional rep statecom delegates to fill
vacancies between regional/county conventions and getting rid of the
current requirement for regional conventions to reconvene to fill
vacancies. I would like to see statecom consider this at the July 18
meeting. I think this is especially important in conjunction with the
gender balance proposal as there needs to be a way to appoint more
persons of the underrepresented gender to fix gender balance
problems. I really don't like the method that we used at April 04
statecom meeting of appointing geographic diversity statecom reps
rather than regular regional reps. Statecom should be able to appoint
regular regional reps to fill vacancies between regional conventions.
I guess I will write this up myself if I don't hear from Jim. The
only aspect of this proposal that I am unsure of is whether regional
conventions should be forbidden from meeting more often than every
two years or not.
I would also cosponsor the proposal for adcom ppl to automatically be
on statecom, but I don't think this is as urgent.
I would also cosponsor the experimental statecom meeting procedures
proposal, but I'm definitely not going to write this one. I think
there needs to be more discussion about this prior to this coming up
at a statecom meeting.
I would also cosponsor the wording change in the bylaws for adcom to
be dealing with "day to day" stuff rather than "week to week". But
I'm not sure this clarification is really necessary.
