[Procedures] appointment of PR reps to statecom

I think I need to need to add one more thing, that is that these 
statecom PR members need to be elected by 2/3 vote of the State 
Committee.


Also regarding whether it requires an actual change in the bylaws in 
order for statecom to be able to use this procedure of appointing 
regular regional statecom members: Statecom has in the past sometimes 
appointed PR statecom members who weren't elected at conventions, for 
instance Anne Donahue was appointed last September as a Middlesex 
member. But the situation has been very unclear and a different 
procedure was used in April. So I think the bylaws change is a good 
idea.
