[Procedures] appointment of PR reps to statecom

I would prefer not to do this too much, ie, I prefer that we really
try to have regional seats bubble up from real regional organization.

However, I also recognize the need to allow people to step forward
to organize under-developed regions.

I therefore stand aside in my concerns with this proposal so that
we can move ahead with a statewide organizing effort.

I remain hopeful that, to the extent we succeed, most future regional
seats will still be filled at regional conventions and not via this
change.
