[Procedures] Convention Delegates Issue

I think we don't permanently change it since we would want to make sure 
we are doing something smart. Not sure that what is there is good but 
would want to study it.

Owen brings up an interesting point on 6.2. But i think the definition 
of "participate" may not include decision-making... at least that is 
the question i would ask my self. That is sloppy bylaws where we need 
to fix it up.
