[Procedures] Setting State Convention Dates

Dear Procedures, Structures and Meetings Committee,

Attached please find the proposal in RTF to modify the bylaws to allow  
the state committee to set a later date than what is allowed for the  
state convention if the decision is by consensus, and if no consensus  
by a 3/4 threshold vote.

We need to do this so that we can then set a legal date and proceed  
with convention planning!

This will be brought up as an urgent matter at the statecom meeting to  
select the electors after the electors are selected.
