Hi,

I forwarded my email before catching up with the fact that Grace has
also sent the budget analysis. Sorry for the duplication. (Even now, I
should probably read all email from a few hours ago before replying to
this one!)

In my case, I was not suggesting that we take action. I simply
provided the analysis as possibly helpful background for our own
strategizing. I agree wholeheartedly that neither the Governor nor the
legislature would be my priorities, but I'm aware that others feel
otherwise. And in either case, as I just said, I thought it might be
helpful background -- in part because it is something that was being
called to the attention of the activists in the Haitian community
where the GRP has gotten a little attention.
