Meeting (By Telecon) of Green-Rainbow Party Candidate Development and Legal
Committee
February 22, 2007-9:00 pm,

Present by telephone: John Andrews, Mike Heichman, Jaime McLaughlin,
Grace Ross, John Walsh, Ellie Yarden. [Note: Number of people online
varied during the meeting.]

Minutes taken by John Andrews.

MUNICIPAL RACES

Mike Heichman has compiled a list of known GRP candidates for municipal
offices in 2007. This list includes:

Chuck Turner, City Council, Boston
Rich Purcell, City Council, Holyoke
Luc Schuster, School Committee, Cambridge
Adam Sacks, Town Meeting, Lexington
Judy Gates, Library Trustee, Marblehead
Grace Ross, Mayor/City Council, Worcester (being explored)

2008 PRESIDENTIAL RACE

Ellie Yarden’s proposal was passed by State Committee. Its basic
significance is that the GRP intends to place the name of a GRP/GPUS
member on its presidential primary line in 2008. The delegates elected
will thus be pledged to a GRP(GPUS) member and not to any third party or
independent candidate. This intention could be reconsidered by the state
convention.

It was reported that at this time Ralph Nader has stated that he intends
to run unless some other candidate he considers worthy appears. But
Nader has not made any commitment to run as a Green candidate.

Ellie suggested that CDLC members keep an eye on the national GPUS
Presidential Campaign Support webpage at http://www.gp.org/committees/pcsc .

2008 SENATE RACE (KERRY)

John Kerry is expected to run for reelection in 2008. The most likely
Republican challenger will be Charles Baker (head of Harvard-Pilgrim
HMO, former head of the Pioneer Institute think tank). John Walsh and
Ellie Yarden noted that this race is an opportunity for a GRP challenger
to hold Senator Kerry accountable for his support of the Iraq war, among
other things. This race could also achieve the 3 per cent statewide vote
needed to retain GRP major party status under Massachusetts election
law. It is important to find a good candidate. Mike reported on a
conversation he had with a certain Boston City Councilor who would be an
excellent candidate if he should decide to run. Grace reported that she
had talked to another possible candidate who was qualified. John Andrews
expressed concerns that in this race it might be difficult to get
sufficient media coverage to get our message out. Grace felt that the
press was now inclined to give more coverage to GRP candidates, and that
past problems with visibility could be behind us. John suggested that we
might need a preliminary campaign plan defining our objectives in the
race and the resources we could offer a candidate. Mike suggested that
at our next meeting we take up the question of forming an exploratory
committee. He suggested that diversity be a consideration in the
composition of this committee.

PLAN AND TIMETABLE

Mike Heichman is assembling a timeline for electoral activities,
including statewide and legislative races and ballot questions. He will
send a draft to the CDLC list is about a week.

There do not appear to any active GRP local referenda this year. However
Ron Francis is working with local chapters on possible referenda
campaigns in 2008. Grace has been discussing possible referenda
addressing the issue of global warming.

CDLC CANDIDATE QUESTIONNAIRE

John Andrews reported that because only two candidates (and one campaign
manager) had returned the CDLC candidate questionnaire, the results are
somewhat incomplete. No candidate from years prior to 2006 returned the
questionnaire. Nevertheless, they provide some guidance on what
candidates need from CDLC. John suggested that in the future, candidates
be asked to agree to participate in post-campaign assessments as a
condition of receiving GRP endorsement. In response to a request from
Ellie Yarden, Grace Ross indicated that she will submit a response,
although not all questions may be answered.

Mike Heichman sent a letter to candidates asking for copies of website
material and suggesting that they hold post-campaign debriefings with
their volunteers. He has not received any website material so far. It
seems that some informal post-campaign meetings were held (by Ross and
Stein campaigns), although no specific results from these were passed on
to the CDLC.

CAMPAIGN MANUAL

Mike Heichman has drafted a new campaign manual using an IPPN manual as
a starting point and collecting material from various sources.

VOTER LISTS

John Andrews is investigating ways in which the GRP could help
candidates acquire and use voter lists. The objective is to acquire the
lists with less effort and less cost, and to train campaign staff in
their use. Notes on this subject have been posted to the CDLC email list.

STRATEGIC PLAN WORKING GROUP

As a result of a proposal passed by the State Committee, a Strategic
Plan Working Group (SPWG) will meet over the next four months to write a
strategic plan for GRP work in 2007-2009. The CDLC is allowed to appoint
one person to be a member of the Strategic Plan Working Group (SPWG).
Anyone can apply to the Party co-chairs for an appointment to one of the
open positions. John Andrews suggested that Mike Heichman be appointed,
but Mike declined, citing a current overload in his commitments. Mike
suggested that since John was active in CDLC and was already involved in
organizing the SPWG, John should be considered to be the CDLC
representative. As a result, the co-chairs will be notified that John
will be the CDLC appointment. John noted that a major part of the
strategic plan would concern electoral issues, so the CDLC should both
submit ideas to the SPWG and review the plan as it takes shape.

MISCELLANEOUS BUSINESS

John Walsh noted that creating an email contact list of GRP members
would be of value in several ways. One way to create the list would be
to call registered GRP voters by telephone and see if they would be
willing to give us their email address. John Andrews commented that this
would be a good project for a GRP local chapter, and this idea should be
taken up by the Membership Committee. The question of whether email
lists could be purchased for this purpose will be investigated.

CDLC PLANNING

Mike Heichman will contact CDLC participants by email to determine the
best date for our next meeting.
