Oct. 29,

We will be having our next meeting of the State Comm. on November 17. Today
I am submitting a DRAFT of 3 
proposals which were not addressed at our last meeting. I welcome your
feedback. I will formally submit these 3 
proposals in the next few days.

Improve the Operations of the State Committee

I formally submitted this proposal on July 6, 2007 for the July 29, 2007
State Comm. Meeting. This proposal had 
been co-sponsored by Bill Cunningham and Ron Francis. It was not discussed
or acted upon because of an unwise 
use of our limited time (my opinion). 

I am resubmitting this with minor changes, based on feedback from Bill
Cunningham before the August State Comm. 
Meeting. 

Text :

A. Agenda of State Comm. Meetings

1. The State Committee meeting will prioritize its agenda more wisely by
focusing most of its attention in the 
following areas:

i. making of policy between conventions
ii. improving communication and coordination
iii. evaluating the progress of the party

It will stop doing the work that should be done by other organs of the
party. Example: It will stop working on 
crafting policy statements or working on the platform (work of Adcom and
Platform Comm.)

B. The quorum for State Comm. meetings will be changed from 50% to 40%.

C. Creating more meaningful, effective, fun, and efficient meetings
consistent with GRP values

The State Comm. will create a Temporary Subcommittee which will study the
operations of our meetings. It will make 
recommendations to change the by-laws and standing rules.

This Subomm. will also make recommendations for the kinds of trainings that
would be useful, including trainings in 
facilitation and consensus.

The Subcomm. will issue a progress report well before the next meeting of
the State Comm (Winter, 2008) and give 
ample opportunity for discussion and feedback. It will then take this
feedback and make its final report and 
proposals at least 2 weeks before the Winter meeting.
