Roles and Responsibilities of Members of the State Comm.

I formally submitted this proposal on July 6 for the July 29, 2007 State
Comm. Meeting. This proposal had been co-
sponsored by Bill Cunningham. It was not discussed or acted upon because of
an unwise use of our limited time (my 
opinion).

I have made some revisions based on feedback and further thought.

Text :

A. State Committee Members are delegates. This means that they represent
other members of the party. Our local 
chapters are the major ways that State Committee members can represent and
build our active membership.
 
B. Every State Comm. member must belong to at least one local chapter. (The
only exceptions are the State officers 
of the GRP.) Chapters cannot be any larger than a county or a congressional
district. To provide reasonable time for 
this provision to go into effect, every member must belong to a local
chapter by the time of the Spring, 2008 State 
Committee meeting. 

C. Every State Comm. member must be a member of some other aspect of the
State GRP (including Adcom, Working 
Committees, member of a Caucus, involved with the National Party). The only
exceptions are members who have just 
joined the State Comm., who will be expected to become involved in other
parts of the party by the time of the next 
State Comm. Meeting.

D. Any State Comm. Member who does not fit these two criteria by the
Spring, 2008 Meeting will become an 
Alternate Member of the State Comm. until s/he complies with the above
requirements.

E. The State Comm. can vote to make exceptions. (For example, running for
public office as a member of the GRP).
