Wendy,
Thank you for your work in getting the procedures to us correctly.
I believe that the proposal needs to be framed very carefully to be  
inclusive and that criteria should be established in the body of the  
proposal itself to secure the following:
1.	minimally: gender parity in those chosen as delegates
	maximally: gender ratio of 5:3  (women to men)
2.	minimally: gender parity in those chosen as alternates --up to 8
3.	geographic selection: delegates 4 from Worcester & West, 4 from East  
of Worcester.
4.	geographic selection: alternates 4 from Worcester & West, 4 from  
East of Worcester.
5.	racialethnic, (non-white) and other diverse identity criteria  
(intersecting criteria 1-4) minimally 2 delegates and 2 alternates.   
maximally 3 delegates and 2 alternates.
I believe that seeking our people to act as delegates to the National  
Committee, be it only temporarily until we can have a more considered  
and deliberate process of informing our membership of the obligations  
of membership in the NC., and considering qualifications of  
candidates--before the State Convention when we will select delegates  
and alternates for a full one-year term--provides us with an  
opportunity to engage people from all over the state in a manner that  
will strengthen the state party.  I also believe that if we fail to do  
this, electing whoever feels like attending, we will be weakening  
ourselves further.
