[statecom] inactive committees; decision-making process

Merelice, Jaimie and others,

I always suspected I was "no one." 

I must be though, since I HAVE RECOMMENDED we consider Robert's Rules (for the State Com only & modified, eg our present stacking procedure). 

True, I'm NOT RECOMMENDING it now, but that's only because it's hard to kick against the pricks (Acts 9:5-6). Still, some one else might still advocate it.

How do we know that no one in GRP ever WILL RECOMMEND it, ever again?  

Which of Robert's rules are included in the Rainbow's consensus process?
