I am pretty sure this is a standard public service announcement and that the 
air-time is free.   It's the production cost that matters - bet the state paid 
- which legislative committee oversees the state government budget - if we 
have a legislative friend there, they would be able to find out.

Or call one of the stations' advertising departments, tell them we want to 
run an ad like the Secretary of State's - and how much did that cost the state 
and who paid for it....
