[statecom] the sunset proposal

Gary, PLEASE!!!!

The Co-chairs have no such illusions of power. That is NOT the intent
of the proposal. Play your games if you wish, but realize they are
virtual games and not reality.

Clearly there will be active participation in the "clarifying
questions" portion of discussing this proposal at the StateCom
meeting.
