[statecom] two of three proposals dealing with delegates and candidates from 6-29-08 SC

StateCom:

To get the contents up on the table for our scrambling now, as your 
secretary, I have posted as attachments two proposals having to do with 
delegates and candidates.  Proposal A at the 6-29-08 StateCom was entitled 
"Clarifying Obligations of GPUS Delegates",  with sponsors Jim Hammerman 
and Mike Heichman.  It passed with the inclusion of one sentence.  Proposal 
K entitled Green Party Presidential Campaign with sponsors Merelice and Nat 
Fortune and with co-sponsors Jill Stein and John Andrews passed with two 
additional sentences/phrases.

Later today I shall get out Proposal I entitled "Confirming Delegate 
Allocation", with sponsors Merelice and Nat Fortune.
