Attached is the proposal on fulfilling our delegate selection plan, 
proposed by Merelice and Nat Fortune and passed at the 6-29-08 State 
Committee meeting at Bristol Community College.  It was termed Proposal I 
on the ballot ranking list.  Its title is Confirming Delegate Allocation.
