[statecom] A note from your new facilitators: on the purpose of this virtual meeting

Originally it was the appointing of facilitators - - - do you have  
any proposals?

Speaking of voting, how did proposals that were not the purpose of  
the virtual meeting get added to its agenda?

Should this question also be addressed to <procedures>?
