Wanda - welcome...
As these were two dfiferent staetco meetings running concurrently with
different quorums - no decisions made Sunday that was on this agenda and not on that
agenda can actually affect the proceedings of this meeting.
Such proposals would have to be brought forward here and cannot be overturned
without notice by osme other statecom grouping - there was unanimous
agreement that this on-line meeting would decide the delegation and propoer
notification was sent to all statecom members. Not only was no such notification sent
for Sunday's meeting, but no such proposal was presented whenthe proposals
were presented for ranking - which is when floor proposals are also introduced.
I believe if we go back, Proposal 3 concerns were still being addressed.
Concerns cannot be pre-empted by switching to another statecom meeting and I
cannot imagine that people would want to completely end-run around our process.
I request that the co-chairs return us to that point in this agenda in this
meeting.
The Statecom on this agenda in this meeting was responsible for seating both
delegates to fill slots not provided by a candidate and uncommitted delegates.
We have finished neither decision-making process.
