[statecom] Low-income sector of delegation

To Mike Heichman and the State Committee:

Mike,

I can assure you that at least for Berkshire County, 2 of the 4 delegates
who volunteered are low income.

Further, I strongly suggest that all state committee members be in touch
with their local if they have one to see if each local can financially help
those in need in their region since the GRP coffers will not currently be
able to help everyone.

This is what the Berkshire Greens will try to do for our delegates.

In addition, a portion of the delegates who cannot physically attend the
convention will be able to do so by proxy, as long as they can be in contact
by phone. Each physically attending delegate is technically allowed one
proxy, as I understand it.
