[statecom] Low-income sector of delegation

Hi Wanda,

Congratulations to our members in Berkshire County for taking on this 
responsibility!

Does anyone know of any other low-income delegates who are planning on 
attending and how members of the GRP at any level are attempting to 
support their efforts?

I hope that we won't be sending a pattern where our low-income delegates 
will be staying at home and acting as proxies.
