[statecom] Low-income sector of delegation

Of course, much of the state does not have locals - 

And for some reason no one has entertained the idea that everyone who is a 
delegate with enough money to get themselves to Chicago give that money to 
someone who does not and have them go instead.

Then the folks with enough money to go can send the proxies.   And they can 
stay home and watch instead of lower-income folks...

Just an idea....
