(Jproposed to be picked up from the floor when proposals for the afternoon were (B
(Jpresented - it is not just a question of lack of notification that it would be on (B
(Jthe agenda on Sunday but an actual legal notification that it would be decided (B
(Jin a different venue.(B

(JAny statecom member who decided to participate in the Proposal 3 (B
(Jdecision-making would in fact made sure to participate in the virtual meeting and could be (B
(Jassured it was okay not to participate in the 6-29-08 meeting.(B
