[statecom] Proposal for virtual statecom meeting

I know we are not supposed to raise other issues than seating of the 
delegation as part of this meeting - but as Wanda pointed outt here are people in the 
proposed delegations who were not GRP voters as of the Presidential Primary- 
if we are submitting changes to the Delegate Selection Plan anyway - can we 
plesae include this change in language as well?
