[statecom] preparations for the June 29 State Comm Meeting

Hi Mike,

AdCom put the StateCom meeting on its agenda but didn't get to it,
except for following up on confirming a location (having spent nearly
four hours on the delegate allocation issue).

At the next AdCom meeting, we will need to attend to the details of
the StateCom meeting, including appointing co-facilitators. Do you
have any suggestions?

We'll do our best regarding your other requests. What are you
referring to in your item II?
