All state committee members may participate.
Quorum is set at 2/3, rounded up, of the State Committee, which as there are
28 State Committee members curently, quorum should be 19.
A proposal will be accepted once 2/3 of the state committee consents
to the proposal. If consensus cannot be reached, then a proposal will
require 2/3 of the state committee to vote for its approval.

I am the only facilitator.

It will need to be proposed.
Proposals will be considered in the order that they are posted to
statecom at green-rainbow.org. I will resubmit the proposal with the
consensus ballot with the Subject line: PROPOSAL #1 (#2, #3 ... should
there by any other proposals).
Each proposal will be given at least 1 day for people to voice their
concerns on statecom at green-rainbow.org. More time may be necessary
should there be no concerns, and quorum has not been reached.
The form for submitting a proposal should be the same with all
complete proposals and is specified here:

Proposals will be considered in the order in which they are posted.

Everything official is archived on the list. Proper minutes or a
summary of the special state committee meeting would be compiled by
the Secretary as has been the case with past state committee meetings.
I will confirm whether this is true.

There is no specified maximum time limit. I will endeavor to achieve
consensus or, failing that, a final result for each proposal.

If you attach the PDF message to your email message, it will be sent
with the message to all State Committee members. I will post
