[statecom] Status of the Special State Committee meeting

Hi folks,

Wanted to update you as to where we are in this Special State Committee meeting.

Dan has credentialed a number of folks, but there are a few questions
that we are attempting to get resolved.

I have asked Adcom to review the wording of the purpose clarifying
proposal I wrote based on the Sunday Adcom meeting.

I have to post some more things on the web page and will finish them tonight.

Sorry for the delay, but after three days of getting six hours or less
of sleep, I needed a good nights sleep last night.
